Description Force Reflexive Q pointer to upper case

Patch Details This patch forces the reflexive Qptr Item Id to be in uppercase on Windows. For example:

CREATE-FILE DICT Shoes 3

This will create a reflexive QPtr Item called SHOES. Thus LIST ShoEs works correctly. Also, if the Filename has to be converted because of illegal chars, then the reflexive QPtr is the converted name, e.g. File name New*Shoes, Reflexive QPtr is NEW]2ASHOES.

Also, JEDIFILEPATH is forced to always contain ‘.’ (the current directory), this prevents things like CREATE-FILE from failing with a message indicating that it cannot open the file it has just created, if JEDIFILEPATH did not contain ‘.’
